AIPLA Comments to the Copyright Office on Alternative Fee Structures for Registration

Alexandria, VA. June 24, 2026 – The American Intellectual Property Law Association (AIPLA) submitted comments on the U.S. Copyright Office's Notice of Inquiry regarding alternative copyright registration fee structures. AIPLA concluded that Section 708 provides the Office with substantial flexibility to differentiate fees based on work type and to offer reduced fees for small and micro entities, while recommending against fees based on individual versus organizational status and against a subscription pricing model. AIPLA also recommended implementing any new fee structure in phases, supported transparent processing fees for avoidable filing errors, and encouraged the Office to provide additional data to help stakeholders evaluate the potential impact of future fee changes.
