AIPLA Comments on the Copyright Office's Proposed Fee Schedule Adjustment

Arlington, VA. May 1, 2026 – The American Intellectual Property Law Association (AIPLA) submitted comments in response to the U.S. Copyright Office’s Notice of Proposed Rulemaking on adjustments to its fee schedule.

AIPLA generally supports the proposed fee adjustments and commends the Copyright Office for its transparent cost analysis and efforts to balance cost recovery with the statutory objectives of fairness, access, and effective administration of the copyright system. AIPLA highlights positive aspects of the proposal, including greater cost recovery for services primarily used by corporate filers, preservation of affordable options for individual creators, and incentives for electronic filing.

At the same time, AIPLA urges further consideration of several significant fee increases—particularly for recordation, expedited services, and certain group registrations—to ensure they do not discourage compliance or undermine the public notice and enforcement functions of copyright. AIPLA also supports the proposed elimination of the Single Application option as an efficiency‑enhancing reform.
